Sounds Like a Plan

Hello there, friends, Dob here with a shiny, new puzzle! This one’s a collab from me and everybody’s favorite non-child Joe Adultman. Joe is a prolific cryptic solver, streamer, setter, and, above all, pal. If you haven’t already, you need to check out his blog where he has many puzzles, including a great series for beginners. This is Joe’s first official foray into American-style construction and I was over the proverbial moon when he wanted to collab. Here’s what he has to say about it:
